NdFeB Export Control Compliance | Stable Supply Guaranteed | Ningbo XILAI Technology Co., Ltd.

Export Clarity on NdFeB Magnets: Your Supply Chain Partner is Ready

During a routine inspection, several seemingly ordinary “magnetic cable organizers” were pulled aside. Lab tests revealed the NdFeB magnets inside triggered an export control alert due to their dysprosium content exceeding 0.1%. This isn't a movie plot, but a real compliance case from China's customs enforcement in early 2026.

The global magnetic materials supply chain is undergoing a significant "compliance check-up" following the export controls on certain rare earth-related items implemented by China's Ministry of Commerce and General Administration of Customs. Key measures announced in October 2025 have been suspended until November 10, 2026, according to the latest official notices.

Our products are fully compliant, containing none of the controlled middle and heavy rare earth elements like dysprosium or terbium, ensuring a stable and uninterrupted supply to the global market.

01 Policy Panorama

Current export control regulations on NdFeB and other rare earth permanent magnet materials are characterized by “targeted measures with precise implementation.

The core regulation is “Announcement No. 18 of 2025” jointly issued by the Ministry of Commerce and the General Administration of Customs. It clearly states that the controlled items are specifically NdFeB permanent magnet materials containing terbium and those containing dysprosium.

This means not all magnets are subject to licensing. For the vast majority of NdFeB materials that do not contain these specific middle and heavy rare earth elements, export activities continue as usual without the need for special permits.

02 Current Implementation Status

It is important to note that some subsequently announced regulations with broader scope are currently “suspended.”

This includes the October 2025 announcements concerning holmium-containing permanent magnet materials (Announcement No. 57) and those adding samarium-cobalt magnets to the control list (Announcement No. 61).

According to Announcement No. 70 of 2025 from the same authorities, the suspension of these measures is effective from November 7, 2025, to November 10, 2026.

This adjustment reflects the careful balance policymakers seek between safeguarding national security and ensuring the smooth flow of normal international trade.

03 Compliance Boundaries for Businesses

Enforcement cases show that customs oversight is focused and technically precise. In a recent representative case, “magnetic cable organizers” were intercepted because the NdFeB magnets inside contained dysprosium exceeding the 0.1% threshold.

This highlights that the “granularity” of control is very fine. The specific chemical composition of the material is the key factor, not just the general product name or category.

According to official interpretations, electronic components (like motors) or finished electronic products (like speakers or headphones) that incorporate these materials through further processing are generally not within the scope of the controls.

04 Supply-Demand & Market Outlook

The policy's fundamental aim is to regulate the export of high-tech materials involving strategic resources, not to restrict general civilian and commercial trade.

For global manufacturing, especially downstream users in consumer electronics, home appliances, and industrial motors, the supply of mainstream mid- to low-performance NdFeB magnets (which typically contain none or only trace amounts of controlled elements) remains largely unaffected.

The market is adapting to the new rules. Leading producers are actively adjusting material formulations, committing to developing alternative “heavy-rare-earth-free” or “12-HRE-free” products with comparable performance to ensure continuous and stable supply.

This rapid technological response demonstrates the industry's mature supply chain resilience and innovation capability.

05 Our Commitment & Capabilities

Navigating this complex compliance landscape, we have established a robust system as your reliable NdFeB supplier to ensure seamless cooperation.

We guarantee that all supplied NdFeB permanent magnet products strictly comply with current export control regulations. Through rigorous supply chain source control and raw material testing, we ensure our products contain no controlled middle and heavy rare earth elements like dysprosium, terbium, or holmium, fully meeting export standards for civilian and general industrial use.

Our dedicated trade compliance team monitors and interprets the latest policy developments in real-time. We provide clear material composition statements and compliance documentation for every shipment, ensuring efficient and smooth customs clearance.

For high-performance application needs, we actively develop and promote next-generation “heavy-rare-earth-free” or low-rare-earth technical solutions, striving to meet higher performance requirements without crossing compliance boundaries.

06 Guidelines for Cooperation

To ensure our long-term, stable, and compliant partnership, we recommend focusing on the following points for future inquiries and orders:

Specify End-Use: Providing clear information on the final application of your product during communication helps us conduct more accurate compliance assessments.

Confirm Material Grade: Please verify with us the specific grade of NdFeB material to be used and its corresponding chemical composition, particularly regarding heavy rare earth element content.

Allow Time for Consultation: For any questions regarding material compliance, our team is ready to provide detailed consultation and documentation support before order confirmation to mitigate potential risks collaboratively.

The X-ray machines and composition analyzers at customs are scanning export cargo with unprecedented precision, identifying magnets with 0.1% dysprosium content amidst piles of daily goods.

Meanwhile, on our production line, every batch of NdFeB material has passed the digital checkpoints of our compliance system before sintering. The links of the global supply chain are re-engaging under the calibration of these policies, emitting the sound of stable operation.
